Tower On The Wall Locked Door

There s 2 locked doors gates in the tower on the wall area.

I have explored most of the map and defeated the boss yet i cant find where this door is unlocked from. I ve opened the one that frees the npc but i am yet to open the other one which seems to have a switch operated lift. How do you open it. It says it s locked what key is needed to open this.

I went back to the high wall to check if i had missed anything and noticed there is a locked door and after searching the area i cant figure out how to open it.
